Sharon Hayhoe • Founder & Board Officer
OC resident Sharon Hayhoe is proud to be a
co-founder and serve as President of Noble Friends Foundation for OC Animal Care
(NFFOCAC).
Having enjoyed the privilege of volunteering at OC Animal Care (ACS) for years and observing the dramatically positive changes that have taken place, Sharon is pleased to have the opportunity to continue to serve OC’s sheltering facility via NFFOCAC.
Sharon is a homemaker and lives with her family in North Tustin.

Jennifer Phillips • Founder & Board Officer
Jennifer Phillips, long time OC, California resident, public administrator and a former Director of OC Animal Care is a proud co-founder and Vice-President of NFFOCAC.
Jennifer’s career choice to be a public administrator is the result of her desire to help to improve the quality of life for and deliver exceptional services to the communities she serves.
Jennifer attended CSU Long Beach where she obtained her Bachelor's and Master's degrees in public administration. Her career has offered her the opportunity to serve the communities of LA County, Orange County, Fullerton, and Santa Monica.
Serving as the Director of OC Animal Care has been a highlight of Jennifer’s career. She was honored to have been instrumental in numerous positive improvements at ACS, providing her with the opportunity to make a sincere difference in conditions for the animals at ACS, and for the wonderfully professional management team and staff she had the pleasure of working with during her time there.
Jennifer’s lifelong love of animals and experience as a public administrator resulted in significant organizational and operational changes at OC Animal Care, enhanced financial support from contract cities and the County, the expansion of programs & services, and an overall increase in adoptions of 40%.
Her time with OC Animal Care had such a profound impact on her belief in responsible pet ownership and caring for lost and unwanted animals, that after leaving OC Animal Care she shared her vision of establishing a non-profit organization to specifically support OC Animal Care with long-time volunteer and former Community Outreach Committee and Advisory Board Chairperson, Sharon Hayhoe.
Jennifer is very proud to be a co-founder of Noble Friends Foundation for OC Animal Care and to serve as Vice-President, Treasurer, and Secretary.
She is married to her husband Wes, and they are parents to two dogs; Montreux, a Greater Swiss Mountain Dog, and Squirt, a Great Dane that was adopted from OC Animal Care.
